Top-down solutions don’t work: HART calls for a radical shift in UK aid to Nigeria

22 August 2025

Britain’s top-down approach to humanitarian aid fails to address the root causes of challenges in Nigeria, according to HART in a parliamentary inquiry.

We focus on crises in central states. The region is suffering a displacement emergency as intense as the north’s, yet it receives limited meaningful assistance.

Displaced families are forced to rely on aid from local churches, their extended families, charities like HART, or they receive almost no aid at all.

We call for genuine collaboration with established networks in rural and hard-to-reach areas. Programmes must be community-led, placing trust in local people to drive their own development.

If the goal is ‘partnerships not paternalism’, then partnerships must begin at the grassroots.

HART’s evidence to the inquiry will be published here after submissions are reviewed by the House of Commons.
